Community and Stakeholder Relations Manager

Vancouver, BC

The Broadway Subway Project Corporation (BSPC) is an Acciona-Ghella general partnership to deliver a 5.7 km extension of the Millennium Line, from VCC-Clark Station to Broadway and Arbutus. Once complete, it will provide fast, frequent and convenient service to B.C.’s second largest jobs center, world-class health services, an emerging innovation and research hub, and growing residential communities.


The Community and Stakeholder Relations Manager shall play a key role in maintaining the reputation of the project throughout construction of the Broadway Subway Project, an extension of the Millennium Line. The Manager will help manage the implementation and maintenance of a comprehensive construction communications and community relations program for the Broadway Subway Project. The Manager will be an integral part of the Communications, Community Relations, and Business Relations team in support of the overall communication objectives for the Project.


He/She/They will have a strong background in communications and engagement. Previous exposure to the construction and or infrastructure and/or heavy civil engineering industry will be an asset.

Responsibilities:

  • Work collaboratively and support our client, the Province of BC and partners in developing and implementing a comprehensive engagement approach to a business relations program.
  • Draft public notifications for local communities, neighborhoods, stakeholders, and the general public regarding construction, construction-related traffic impacts, and incidents that provide clear, consistent, and accessible information for commuters, transit customers, stakeholders, and traffic media.
  • Develop and maintain an issue log of potential stakeholder and public issues by station area.
  • Become a subject matter expert on your geographic area of responsibility.
  • Support media relations activities by providing accurate information about the Project when required.
  • Manage and execute public events that could include information tables, pop-up tents or off-site stakeholder meetings.
  • Coordinate and manage all communications and engagement activities.
  • Coordinate and support community and stakeholder relations activities and events with the Province, including responding to community and stakeholder-related requests.
  • Plan and attend community meetings and engagement events to provide an update on construction progress and look-ahead for major upcoming construction.
  • Initiate and manage regular and ongoing contact with stakeholders regarding construction to identify and minimize impacts arising from construction.
  • Proactively manage and respond to day-to-day enquiries and complaints on issues and concerns arising out of construction including notification and timing of construction, traffic impacts, noise, hours of work and construction updates.
  • To support increased engagement and information sharing, gather feedback through online, social, and digital tools and techniques to support the Province in providing information and responding to enquiries from the online community.
  • Notify partners of existing or potential stakeholder or community issues identified through stakeholder and community relations activities.
  • Propose, help, and facilitate resolution and mitigation.
  • Attend stakeholder meetings, municipal council, and local and regional government presentations and provide any required meeting materials that may be required.
  • To maintain a positive working relationship with the Province, local communities, stakeholders, and the general public, coordinate appropriate and experienced personnel to attend meetings, events and/or initiatives as required.
  • Coordinate and help develop visuals including graphics, videos, renderings and images.
  • Support the Communications Director with issues management as required.
  • Prepare clear, concise, and accurate communications, including information updates, public displays, advertising, maintenance updates, construction notices and news releases in a timely manner for the business community.
  • Working collaboratively with the client to establish communication protocols, procedures and tactics and obtain their approval before implementation.
  • Participate in engagement activities and engagement events to discuss design, construction activities, traffic-related impacts, emerging and potential issues at community coffee chats, resident information meetings, stakeholder information meetings etc.
  • Participate in a proactive community and stakeholder engagement program that will build relationships.
  • Identify emerging issues within communities, neighborhoods, and/or members of the public and help develop and implement strategies to track, address, mitigate, and minimize any issues or potential issues in consultation with the Province.
  • Communicate and arrange meetings in advance with residents and businesses where Project Co requires access to private properties.
  • Demonstrate success in understanding the needs and sensitivities of different audiences and adapting appropriate presentation style, writing style, and content.
  • Demonstrate best practices in project communications approaches, strategies, and tactics.
  • Ensuring adherence to Project brand identity in communications internally and externally
  • Support ongoing alignment and collaboration between other marketing and communications teams with joint venture partners during the annual planning process.
  • Position requires flexibility to attend stakeholder meetings that may occur outside regular workdays or hours; including but not limited to weekend community events or evening strata meetings.
  • The team shares the responsibility for monitoring urgent stakeholder complaints. There is an expectation that Managers have access to their work phone/laptop outside of office hours.

Experience / Qualifications

The Community and Stakeholder Relations Manager will have a minimum of 5 years of experience with the following:

  • Minimum 5 years’ experience working in a similar communications or engagement position.
  • A sound knowledge of and experience in business relations, community relations, issues management, and communications.
  • Degree or accreditation in Communications and/or Engagement.
  • Active Class 5 - driver’s license.
  • Agency experience is an asset.
  • Experience in the construction industry or government is an asset
  • Exposure to business development, sub-trade, engineering, and construction operations is an asset.
  • Ability to translate business needs and requirements into technical needs
  • Ability to manage stakeholder expectations and resolve conflicts.
  • Working experience with a global company would be an asset
  • Drive to work hard and be part of a community changing infrastructure Project
