About the Project:

The Surrey Langley SkyTrain project will extend the Expo Line by 16 kilometers, primarily along Fraser Highway from King George Station in Surrey to 203rd Street in the City of Langley. It will improve regional transportation connections and provide fast, frequent and reliable transit service, especially for those who live, work, study and play south of the Fraser River. The project includes eight new stations and three new transit exchanges. Once complete, the travel time from Langley City Centre to King George SkyTrain Station will be about 22 minutes.


Major construction is expected to begin in late 2024, with the Surrey Langley SkyTrain in operation in late 2029. To learn more about this exciting project please visit out project website at https://surreylangleyskytrain.gov.bc.ca/.

Position Overview

As a key member of the Construction team the position monitors and reports on construction progress on behalf of the province to ensure the Contractor adheres to project requirements and works collaboratively to identify and mitigate risks related to safety, quality, schedule, and traffic to support successful delivery of the project.

Key Accountabilities:

  • As part of the owner’s team, oversees construction of a major infrastructure project, including a specific focus on the risks associated with the Project Contractor’s construction activities that may impact safety, traffic management, third party utilities, business access, and any existing conditions.
  • Develops and maintains constructive relationships with stakeholders (including the Project Contractor and project staff) and works collaboratively to identify and mitigate risks relating to the implementation of the Surrey Langley SkyTrain Project.
  • Monitors Project Co performance to verify conformance/compliance with the provisions of the Project Agreement technical requirements and prepares weekly/monthly progress reports.
  • Identifies non-compliance issues and works with the TI Corp Quality Manager, and Technical Director to ensure that solutions developed are technically appropriate, minimize negative impacts on stakeholders and remove obstacles that may impact project success. Also, verifies/monitors on-site implementation of these solutions.
  • Attends stakeholder and community meetings as required to discuss issues and foster a collaborative approach that supports the success of the project.


Qualifications:

  • Degree in Construction Management, Project Management or Civil Engineering and extensive construction management and oversight experience or, an equivalent combination of education and experience, preferably in rapid transit.
  • Experience analyzing potential issues and developing solutions to mitigate impacts.
  • Experience with segmental guideway construction, trackworks, and systems installations is preferable, but not mandatory.
  • Preferred experience working on the Owner’s team of major transportation infrastructure projects and on DB/DBF/P3 contracts.
  • Strong understanding of British Columbia contract requirements and the owner’s role.
  • Strong understanding of construction schedules and methodologies.
  • Sound judgement, excellent organizational, analytical, problem solving and prioritizing skills to anticipate and assess situations and determine best solution or course of action.
  • Exceptional relationship, communication, negotiation, and interpersonal skills.
  • Ability to build agreement and cooperation with stakeholders (influence) to make balanced and informed decisions.
