Director (Construction Phase), Safety Light Rail Transit (LRT)

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. Our Operations (GO & UP) Division is looking for Director (Construction Phase), Safety Light Rail Transit (LRT). This role will lead safety team responsible to provide safety oversight to the Metrolinx LRT project delivery team, throughout the entire LRT project life cycle (including project initiation, planning and designs, build, performance and monitoring) to ensure the construction projects meet Metrolinx’s highest standards for safety and compliance. This position will lead the development, implementation and maintenance of safety programs and procedures to ensure compliance with regulatory requirements and policies, using their knowledge of safety system assurance, occupational health safety and operational readiness.


What will I be doing?

  • Responsible to provide senior leadership in the development and execution of a strategy and supporting framework to achieve world-class construction safety on all transit and related projects.
  • Leading the development, implementation, and management of construction safety standards, policies, procedures, and programs for transportation construction projects for LRT meet or exceed regulatory requirements and industry standards.
  • Leading the participation in project planning and risk assessment to identify potential safety hazards through the project life cycle and support the development of strategies to mitigate risks. Work closely with internal project leads, third party contractors, and construction teams to ensure that safety is integrated into all phases of the project lifecycle.
  • Review the planning of safety measures before the construction phase of a project begins and review of safety-conducive design, identifying potential hazards, ensuring that the site and equipment are safe and in compliance with regulatory requirements and developing strategies to minimize or eliminate them before construction activities begin.
  • Embeds safety culture transformation initiatives into the business by working closely with stakeholders and counterparts in the Capital Projects Group, including the implementation of a new Safety Management System and a Safety Management Information System.
  • Through expert knowledge and deep experience, leads and enables the implementation of international best practices, standards and methodologies in construction safety through the project life cycle.
  • Provides senior leadership and oversight in the establishment and management of key performance indicators (KPIs), trends and metrics to actively monitor safety through the project lifecycle and contractor performance, set safety standards, guide continuous improvement and inform executive decision-making.
  • Lead the develop and maintain relationships with regulatory agencies and other safety organizations to ensure compliance with safety regulation and best practices. Works collaboratively with all partners (e.g. Infrastructure Ontario) and external stakeholders (e.g. vendors/contractor organizations).
  • Develops and manages annual and long-term budgets and staffing plans that adhere to corporate standards and applicable legislation; Sets the direction to ensure that planning objectives are delivered on time and within budget.
  • Provides oversight to and expert technical/functional leadership/advice to the safety team, in a matrix-oriented environment, to support/guide and influence the administration/implementation of construction safety management plans across Metrolinx.



What Skills and Qualifications Do I Need

  • Completion of a degree in Safety Management, Occupational Health and Safety, Engineering, or a related field – or a combination of education, training, and experience deemed equivalent. Master of Safety or Masters of Business Administration (MBA) an asset.
  • Minimum 10 years’ progressive senior leadership/management experience in safety management for transportation construction projects.
  • Knowledge of design and construction for light rail transit, tunneling, underground stations, storage and maintenance facilities, operating system, and related works.
  • Knowledge of construction procurement models and contract language.
  • Strong knowledge of safety assurance, including audits, to oversee construction safety management plan compliance with legislative and regulatory compliance requirements.
  • Experience developing and implementing safety policies, procedures, and programs.
  • Knowledge of risk management systems and processes to lead the identification and mitigation of safety risks
  • Knowledge of business improvement processes and performance analytics to direct the maintenance and testing of safety management system elements and to establish performance standards.
  • Knowledge of Safety Systems Assurance Precursor
  • Knowledge of Occupational Health & Safety to support Delivery Partner (DP) Teams with OHS training, competency and assessment.
  • Knowledge of Canadian Rail Operating Rules (CROR) and Transport Canada Safety Rules (TCSR) is preferred.
  • Knowledge of Contract Law, Construction Liens Act, the Occupational Health and Safety Act, Environmental Assessment Act, and the requirements of the Professional Engineers Act.
  • Knowledge of project management principles and practices to lead and manage simultaneous projects to tight deadlines and to monitor project adherence to timelines and objectives.
  • Knowledge of budgetary management techniques, methods and practices and budget development and management processes.
  • Highly developed analytical, problem solving and organizational skills to manage multiple challenges in a diversified business/matrix model environment.
