Director, Culture

TI Corp is a Crown Corporation that has a mandate to deliver $13.3 Billion in major infrastructure on behalf of the BC Ministry of Transportation and Infrastructure and the Ministry of Tourism, Arts, Culture and Sport.


Overview

The position is integral to the organization’s Human Resources management strategy as this role will lead a people-centric, one-organization approach to engagement, succession, learning and development, programs, policies, processes and procedures. The deliverables related to these strategies will support an engaged team with a values-based culture which align the organization to meet its mandate and achieve its strategic and operational priorities.

  • Vacation starts at 5 weeks for these roles, and you earn 1 day per year to a maximum of 6 weeks.

Key Accountabilities

  • Develop and implement comprehensive strategic engagement, succession, retention and learning and development strategies fostering a positive and inclusive workplace culture thereby enhancing employee satisfaction and loyalty.
  • Actively engage TI Corp leadership and HR colleagues in the development and implementation of engagement, succession, learning and development strategies ensuring active employee participation and continuous improvement.
  • Establish meaningful relationships with the organization’s leadership team from a business partner perspective and actively engage the leadership team in the implementation of strategic engagement, succession, retention and learning and development strategies.
  • Lead a team of HR professionals to partner with the organization at all levels to successfully embed and implement developed programs to foster a values-based culture that supports growth and development.
  • Lead the implementation of an Internal Communications strategy for the organization. Taking into consideration Diversity, Equity, Inclusion and Accessibility (DEIA) and ensuring effective and timely dissemination of information to employees, promoting transparency and alignment with organizational goals.
  • Act as contract manager on any consulting services contract procured for the delivery of programs and services under the responsibility of this role.
  • Conducts regular bi-annual workplace engagement surveys to ensure a data driven and values-based approach to inform the development of targeted initiatives to enhance workplace culture and engagement, tracks the progress and proactively communicates about the progress and outcomes.
  • Participate as a member of the Human Resources leadership team in making key decisions – resource management, systems responses to operational needs, program prioritization and planning and issues management.
  • Build relationships with external partners and agencies related to this stream of work that impact and/or interface with TI Corp to participate, gather or share information where there is an impact to the operational needs and priorities of TI Corp.
  • May act for the Chief People and Culture Officer as and when required.


Qualifications

  • Degree in Business Administration, Public Administration or related field with significant practical experience in a full cycle HR role and some experience working in the public sector; or, an equivalent combination of education and experience.
  • Thorough knowledge of HR legislation, policies, and practices.
  • Strong leadership skills with an ability to facilitate collaboration and cooperation among diverse stakeholders.
  • Results oriented and self-motivated with natural leadership abilities.
  • Passion for exceptional recruitment and human resource management.
  • Ability to Identify problems, develop innovative solutions and implement process improvements.
  • Excellent verbal and written communications skills.
