About Our Opportunity


As the Director of Capital, reporting to the Executive Director, Financial Advisory Services you are responsible for providing strategic direction and technical leadership in the development of the province’s tangible capital asset (TCA) requirements and objectives. Capital projects include roads and buildings, as well as provincial capital in excess of $1.0 million managed by the Department of Public Works.


Primary Accountabilities


Primary accountabilities in this role include:


  • Leads and directs a team responsible for TCA budgeting, forecasting, year-end audit requirements, business plans and accountability reporting .
  • Oversees the annual TCA budget submissions to Finance and Treasury Board within the objectives of departmental statement of mandates and government business plans.
  • Ensures that third party TCA cost sharing arrangements are properly reflected in budgets, forecasted and accounted for.
  • Provides analysis and support for funding grants.
  • Leads and directs the SAP Operational/ Financial Management Information Systems (OFMIS) group which is responsible for supporting various modules of SAP.
  • Provides advice, recommendations and assistance to senior management, capital program staff, client departments, and entities.
  • Leads, participates and advises on various projects and other assignments as required.

Qualifications And Experience


A university degree in business, commerce, or public administration and a professional accounting designation (CPA, CGA, CMA, CA) plus a minimum of 5 years progressive financial management experience, preferably in a large public sector organization is required.


As the ideal candidate you will have a broad base of experience in budget development, forecasting and providing financial advice. Knowledge and experience in government financial policies and procedures including TCA and third party cost sharing is highly preferred.


You have a demonstrated history of effectively fostering trust and collaboration among colleagues and other stakeholders.

Pay Grade: EC 13


Salary Range: $4,055.86 - $5,069.81 Bi-Weekly
