Job Description


WHAT'S THE JOB?

As the Director, Pre-Construction & Contracts, reporting to the Divisional Vice President, you will manage the Pre-Construction team and provide oversight of projects in Phase 1 – Project Feasibility & Selection (Pre-Qualification) and Phase 2 – Initiating (Qualified Opportunity) planning and deliverables. You will ensure constructability, cost modeling, pricing, and value engineering; designing, estimating, and bidding projects to be completed within the established budget and at a high level of quality. You will also vet each client contract in the context of project management timelines, cost, and evaluate for risk.


Your work will include:

  • Plan and lead the pre-construction strategy meeting outlining the approach to each project.
  • Oversee the activities of preparation of bids, process specifications, tests, progress reports and other documents through the bidding process.
  • Ensure risk assessment, data relevance and adequacy to complete the bidding processes.
  • Work in conjunction with Business Development in preparing RFP responses.
  • Prepare and analyze accurate conceptual cost models, budgets, and guaranteed maximum pricing based on historic cost data and subcontractor input.
  • Provide consultative guidance on project constructability, schedule, phasing, and quality.
  • Interpret all contractual agreements in the context of project management timelines, cost, and other parameters, and advise the Project Execution team on contractual rights and obligations.
  • Review CCDC and non-CCDC owner contracts and identify requirements that will have cost implications and risk.
  • Ensure that potential risk factors have been evaluated and reviewed with senior leadership, such as payment performance bond authorization, contract format and terms, insurance requirements, and personnel assignments.
  • Research unique contractual issues impacting the business and interpret basic legal concepts to the level necessary to make recommendations to senior leadership and external counsel.
  • Establish best practices in the preparation of contract documents and bids.

Qualifications


WHO ARE WE LOOKING FOR? 

  • Successful completion of post-secondary education from an accredited university or college in a Masters or Bachelor of Construction Science, Construction Management, Engineering, or in Construction Technology, or other relevant programs.
  • Minimum of 10 years of experience managing the Preconstruction process for multi-family residential, commercial, and industrial projects.
  • Contract law knowledge and contract management experience is required.
  • In depth experience with Microsoft Project and Procore would be considered an asset.
  • Experience in modular/prefab design is an asset.
