Infrastructure Lending

Our Loan Program has helped support more than $18 billion in local infrastructure investments across Ontario. It provides affordable, long-term financing to public sector clients, allowing them to modernize and renew their infrastructure.


We have helped hundreds of clients deliver thousands of community projects in all parts of the province. Our Loan Program has been used to revitalize roads and bridges, build new recreation centres and affordable housing units, and purchase equipment like fire trucks and energy-efficient streetlights.


We tailor our loans to meet the unique needs and complex development challenges of municipalities, housing providers, universities and other eligible public sector clients. All borrowers within each sector share the same affordable rates and benefits of the Loan Program regardless of their size or location.


Each loan is different but its impact is the same: efficient, healthier and more prosperous communities across Ontario.


Infrastructure Ontario delivers some of the most complex, ambitious commercial and land development solutions for the Province – through partnerships with multiple levels of government and an expanding array of private sector partners, the agency continues to evolve and expand its capabilities to maximize its public impact and deliver on its vision of Creating a Connected, Modern and Competitive Ontario. Reporting to the SVP, Transformation, the Director, Transformation will be a key member of the Transformation Team that is tasked with enabling the Executive Management Team’s transformation roadmap, governance and oversight of prioritized enterprise initiatives. 

What you will do:

  • Provide strategic advice to the SVP, Transformation, Project Sponsors and Project Managers to assess and refine proposed approaches to organizational change management, benefits realization, business cases and high-level plans for prioritized enterprise initiatives 
  • Work closely with the SVP, Transformation and IO senior management to help define IO’s transformation roadmap and priorities, including participating in planning and prioritization sessions with the Executive Management Team for the initiatives in the portfolio 
  • Provide extensive knowledge of leading practices and thought leadership on business transformation to support the SVP, Transformation with the activation and evolution of the Transformation Team and operating model including oversight of prioritized initiatives 
  • Maintain an enterprise-level view of IO’s transformation initiatives and support the monitoring and assessing of the planning and delivery of prioritized initiatives, including the identification of critical interdependencies between initiatives, gaps and issues that could pose a risk to transformation benefits, and providing recommendations and insights to the SVP, Transformation and initiative teams 
  • Collaborate with the SVP, Transformation to develop and execute tactics focused on enhancing cross-functional collaboration, reinforcing key behaviours, and driving a “one IO team” approach for transformation initiatives 
  • Collaborate on deliverables produced within the Transformation Team including frameworks and playbooks to guide benefits realization, portfolio prioritization, and organizational change management for prioritized enterprise initiatives and provide consultative support to staff and colleagues 
  • Deliver health checks to the SVP, Transformation and other senior management stakeholders 
  • Align project management methodologies and processes to facilitate delivery within agreed scope, timelines and budgets, while adhering to quality standards, strategic and business requirements and stakeholder expectations 

What we're looking for:

  • Post-graduate degree in Business Management/Administration, Commerce or a related discipline is an asset 
  • PROSCI certification is an asset 
  • Project Management Professional (PMP) certification is an asset 
  • Previous experience in a public sector or quasi-public sector organization 
  • Experience in the planning, implementation and oversight of enterprise-wide transformation projects  
  • Working knowledge of and experience in benefits management and realization practices  
  • Working knowledge of and experience in organizational change management and operating models in the context of business transformation 
  • Strong leadership, relationship-building and collaboration

$120,500 - $180,800 a year

The salary range for this position is $120,500 to $180,800 with a corresponding job level of M3.

Exact compensation will vary based on skills, knowledge and experience.
