The Environmental Program Manager is responsible for managing the delivery of environmental study and offsetting programs through all phases of the project life cycle to support engineering feasibility investigations, environmental assessment, permitting, and construction of a major infrastructure project. This position will also support Indigenous consultation programming with technical expertise in technical environmental disciplines. TI Corp is currently looking to fill vacancies on the Fraser River Tunnel Project (Highway 99 Tunnel Program), Surrey Langley Skytrain, and future projects.

Key Accountabilities

  • Manages the development and implementation of environmental programs for technical and environmental data collection, permitting, and construction programs (including baseline and impact assessment studies, and habitat offsetting programs).
  • Supports environmental management (e.g., planning, assessment, permitting, due diligence and/or compliance monitoring) and regulatory processes.
  • Works closely with the Regulatory Program Manager to deliver environmental study and offsetting programs in accordance with regulatory processes and approvals.
  • Provides oversight of consultant work plan development for field data collection programs, habitat offsetting programs, and technical study programs.
  • Facilitates a multi-discipline approach to environmental programs through effective coordination with internal TI Corp Project Team and external consultants.
  • Supports the team in the preparation of permit applications, tracking approvals, amendments, and compliance with environmental requirements.
  • Researches, prepares, edits and distributes information to the Project team (e.g., presentations, fact sheets, backgrounders, briefing notes, and reports).
  • Support effective implementation of JAMBO (e.g., a stakeholder engagement management software).
  • Establishes and maintains constructive relationships with stakeholders (e.g., municipalities, Indigenous groups, environmental consultants) to support information sharing and engagement activities.
  • Provides leadership, support and coordination which can include responsibility for developing people, providing mentorship.
  • Manages the financial resources for their area of responsibility on the Project.
  • Other duties and projects as required.


  • Bachelor’s Degree in natural resource management, geography, biology, environmental science or engineering and five (5) years of recent related experience, or equivalent combination of education and experience.

Related experience includes:

  • Managing technical and/or environmental programs on civil infrastructure projects.
  • Experience designing comprehensive habitat offsetting programs for civil infrastructure projects.
  • Knowledge of relevant provincial and federal environmental legislation and regulatory processes (e.g., Water Sustainability Act, Fisheries Act, Environmental Assessment Act 2018, Environmental Protection Act, and Canadian Navigable Waters Act).
  • Demonstrated experience in applying technical environmental expertise to infrastructure development projects.
  • Strong advocacy, written and verbal communications skills and emotional intelligence to facilitate constructive dialogues.
  • Demonstrated experience in overseeing consultants.
  • Demonstrated ability to develop and manage relationships with Indigenous nations, senior level executives, and other stakeholders.
