Senior Manager, Stakeholder Relations (Surrey Langley SkyTrain Project)

Transportation Investment Corporation (TI Corp) has a mandate to deliver $13.1 Billion in major infrastructure on behalf of the Ministry of Transportation and Infrastructure. TI Corp also provides services to the Ministry of Tourism, Arts, Culture and Sport (TACS) to support the Collections and Research Building Project.


Overview

This position will be responsible for managing key components of a major transportation infrastructure project through all phases of the project management life cycle. The focus of the role is to manage the project’s relationships, interface, requirements and reporting with three levels of Government: municipal, provincial, and federal.


We are looking for a candidate with strong project management skills who will work out of our Vancouver office (401 West Georgia, Vancouver) until the project office in Surrey opens in 2024 (location and timing are to be confirmed). The position is eligible to participate in our hybrid telework policy.


Key Accountabilities

  • Provides project management leadership, support and coordination on a major project team including responsibility for developing people, providing mentorship, and participating in creating a vision for the team.
  • Develops and implements project work plans that defines scope, key deliverables, budget, and milestones.
  • Ensures strategic initiatives are implemented in the project.
  • Project manages the development and implementation of project-specific agreements containing technical and non-technical requirements with federal and municipal governments; coordinate with relevant internal teams and project partners to draft, negotiate, implement, and amend third-party agreements as required.
  • Ensures all parties meet their respective requirements within these agreements, including commitments to technical specifications, payments, construction processes, project communications, and traffic management.
  • Engages with Municipalities during the pre-construction and construction phases of the project, working collaboratively between stakeholders and project teams focusing on issues identification and resolution.
  • Leads and facilitates separate regular meetings between the project team and several project partners for the purposes of information sharing, project management, reporting, and issues management.
  • Manages and implements on time the project’s reporting requirements and commitments to various levels of government.
  • Develops briefing materials to support reporting to senior-level executives on project progress and/or key issues.
  • Manages expectations through the prudent balancing of project needs, delivering targeted communications, and developing mutually acceptable, feasible, and cost-effective solutions.
  • Identifies potential construction-related issues and guides the development of mitigations or solutions with parties to minimize negative impacts on external stakeholders.
  • Establishes and maintains collaborative cross-discipline relationships both within the project team and the broader organization as well as with provincial colleagues.
  • Ensures accurate record-keeping and consistency across engagement activities and approaches.
  • Other duties as required to support the communication and engagement of several construction activity interfaces between the contractors (Project Co) and various third parties.


Qualifications

  • Post-secondary education in business administration, public affairs / government relations, communications, urban planning or engineering and considerable related experience in project management, or an equivalent combination of education and experience.
  • Experience with principles, methods, practices, and terminology associated with engineering and construction activities on a large infrastructure project and/or Design-Build would be considered an asset.
  • Understanding of the structure, systems, and requirements of municipal, provincial and federal governments. Experience working in one of these structures would be considered an asset.
  • Experience implementing and managing technical agreements related to construction projects.
  • Exceptional relationship, communication (writing and presentation), facilitation, negotiation, and interpersonal skills.
  • Experience with issues management and the ability to anticipate and evaluate emerging risks, and to create feasible, timely, and cost-effective solutions to support identified gaps.
  • Detail-oriented and able to handle the demands of a fast-paced project with significant deadline pressures and high public interest.
  • Ability to work independently.
  • Experience and proficiency working with the MS Office Suite (i.e., Outlook, Excel, Word, PowerPoint), MS Teams, and SharePoint.
  • Sound judgement, excellent organizational, analytical, problem-solving, and prioritizing skills to anticipate and assess situations/incidents and determine best solution or course of action. .
