In June 2021, the Province of Ontario released the Blue Box Regulation which shifts the financial and operational responsibility of recycling to the producers of packaging, paper and packaging–like products. As a result, responsibility for Ontario’s residential Blue Box programs will be 100% producer funded and will transition to the responsibility of producers between July 2023 and the end of December 2025 with full extended producer responsibility (EPR) implementation across Ontario by January 1, 2026.

In the summer of 2023, Ontario began its transition to EPR for packaging – the first step towards enhanced recycling across the province. EPR is a framework in which producers – the businesses that supply paper and packaging to residents – are responsible for funding and managing the end-of-life management of these materials. Emterra, already immersed as a Blue Box program service provider, has begun winning large, multi-year EPR contracts, predominately in Ontario. It expects to be awarded similar contracts in BC and the Prairies.

In order to accommodate this new and anticipated growth in its collection business, Emterra is in need of a new Vice President, Collection Operations who can lead the necessary scaling of the collection operations to ensure the team boasts the talent and operational depth required of a growing and sustainable organization.

By attracting a talented Vice President, Collection Operations, who, in collaboration with Emterra’s executive and the ownership teams, the organization will be well-positioned to accelerate its plan to realize profitable growth through operational transformation and excellence. The Vice President will establish her/himself as a highly trusted and credible partner to the Chief Operating Officer (COO) and CEO, and will provide them with more time and latitude to focus on strategic development & planning and succession planning.

The Vice President, Collection Operations will be responsible for the overall management and development of Emterra’s municipal and ICI (industrial, commercial, institutional) material collection operations and fleet management & maintenance for the Ontario and Prairie regions (approx. 400 people). This role is responsible for increasing the overall organizational capability to deliver safe, cost effective and efficient collection operations and to support the sales function to collectively drive financial results. Emphasis will be placed on managing, streamlining, and improving current operations and assessing, designing, and implementing new KPIs, metrics and operations procedures while holding the unit leaders and managers accountable for their results.

Key Responsibilities

The Vice President is accountable for ensuring her/his functional teams deliver results through the creation and execution of plans that are aligned with the operations, sales, and overall strategic business plans.

In close collaboration with the CEO, the family ownership group, and the COO, the Vice President will play a key role in making Emterra an employer of choice in light of the changing demographics of the Canadian workforce, and enhancing the operational efficiencies and uptime of the organization’s collection infrastructure while ensuring their teams’ efforts align with the broader corporate plan and its key goals and objectives.

Additional Responsibilities

  • Establish and implement short- and long-range departmental goals, objectives, policies, and operating procedures.
  • Oversee all fleet operations (i.e. dispatch, collections, maintenance) in Ontario and the Prairies.
  • Promote safety across all assigned operations and work closely with the Risk Management Team to develop, implement, and ensure compliance to loss reduction/risk management programs, policies, and procedures.
  • Hold P&L responsibility of multiple collection sites in Ontario and the Prairies and lead the budgeting process.
  • Meet and/or exceed agreed upon budgets.
  • Improve branding and further enhance the Emterra image as projected by employees, vehicles and community presence.
  • Participate on the Bid Team, including overseeing data gathering for bids, formulating bid strategy, pricing, productivity analysis, and equipment selection.
  • Identify and execute improvements to municipal and ICI collection operations to increase safety, operational efficiency and cost effectiveness.
  • Help create and execute a driver and skilled labour recruitment strategy in partnership with HR.
  • Coordinate the transfer of best practices, relevant information, and internal expertise in collection operations across all locations and ensure unit supervisors/managers execute on best practices.
  • Mentor, coach, and motivate staff to create a positive, productive and fun work environment that is relevant and desired by a changing and diverse workforce.
  • Identify and execute new initiatives to leverage the business’ strengths, infrastructure, and capabilities into new markets and opportunities.
  • Build and track financial models to validate the costs/benefits of new capital expenditures and opportunities, considering budget, organizational, and strategic impact, and returns on capital.
  • Recruit, train, manage, develop and mentor direct reports for professional development and succession; encourage their reports to adopt these practices as they lead their respective teams.
  • Foster an environment that stimulates diversity and open & transparent communication, creativity, and collaboration; engender a team spirit in solving problems and identifying and capturing new business opportunities.

A key goal in making this appointment is to attract someone who offers high intellectual and emotional intelligence capacity, is strategically minded, has change management experience/ capabilities and can bring solid operational, communication, and interpersonal skills to Emterra.

The Vice President will ideally possess the following experience, knowledge, and attributes:

  • 10+ years’ experience running successful regions/branches/business units in general management and/or senior operational leadership roles in the recycling/waste management industry or with similar sector operations environments where material collection/distribution is a key component of the supply chain;
  • Holds a relevant undergraduate degree or diploma (engineering; commerce, etc.) or the equivalent in knowledge and related work experience;
  • Understanding of the business constraints of operating a recycling/waste management firm regulated by Ministry of Environment, Ministry of Transportation, and Ministry of Labour as well as other regulatory bodies;
  • Demonstrated leadership skills and team (200+) management abilities; able to supervise staff, including regular progress reviews and plans for improvement in a distributed environment;
  • Understands how to create a work environment and culture that attracts and retains a diverse workforce and leverages that diversity to develop and nurture a creative, adaptable, and effective organization;
  • Willingness to be on the front lines to motivate, mentor, and guide staff at all levels;
  • Experience in helping to develop, price, review, and negotiate large and complex multi-year contracts;
  • Executing and managing rapid and transformational change balanced against maintaining safety, profitability, productivity, quality and team morale;
  • Exposure to continuous process improvement and LEAN/Six Sigma principles in a multi-unit, labor-intensive setting;
  • Demonstrated ability in recommending, implementing and utilizing quality control methods;
  • Flexible and able to multi-task in a dynamic and fast-paced environment.
  • Excellent verbal and written communication skills; solid negotiation skills;
  • Comfortable interacting with all levels of the organization, from the most senior management to front line staff;
  • Results-oriented, focused on performance and accountability and is intolerant of mediocrity;
