Vice President, Commercial Management - Enterprise Practice

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Our Enterprise Commercial Management Office is looking for a Vice President, Commercial Management – Enterprise Practices to provide strategic leadership and oversight of governance, common tools and commercial methodologies for the Enterprise Commercial Management function; coordinate commercial leadership across the corporation; and, in situations where executive involvement is warranted, provide commercial advice to the President and CEO, SMT, and other Metrolinx leaders.


What will I be doing?


  • Lead the development and deployment of a strategy to mature the commercial management function, including instituting common enterprise commercial management methodologies across the corporation.
  • Establish common, consistent commercial governance practices across the organization.
  • Champion and lead the commercial management function within the business unit, throughout the lifecycle of all material contracts / projects, and ensures there are effective and efficient policies, procedures and best practices in place to establish and maintain that function.
  • Promote a culture of continuous professional development through the use of common governance, tools and training.
  • Establish benchmarks and develops appropriate metrics, monitoring systems and reporting functionality to appropriately monitor the alignment of business unit initiatives with corporate direction, strategy and value for money principles.
  • Establish strong working relationships within the executive members of all business units and across the organization to optimize commercial decision-making.
  • Solicit input from and influence the executive members of business units and other departments to develop ongoing and future initiatives and programs relating to commercial and contract management.
  • Accountable for the resolution of issues of significant corporate significance, as required to recover or protect Metrolinx’s commercial reputation, and ensure value for money and sound commercial decision-making.


What skills & qualifications do I need?


  • Completion of a degree in Business Administration or a related discipline or a combination of education, training and experience deemed equivalent.
  • Proven experience in progressively senior project leadership roles; experience leading large complex projects from conception to build with experience and measured success in the application of commercial management methodology in the context of multi-million dollar projects; experience in the transportation industry and public sector an asset.
  • Project Management Professional (PMP) or international equivalent accreditation an asset.
  • Experience negotiating large commercial agreements and with the implementation of major projects is an asset.
  • Understanding of legal, regulatory and policy requirements (including privacy) to enable leadership oversight of the business unit’s commercial activities and identification and management of commercial risks.
  • An understanding of contract law; an understanding of marketing law and advertising standards is an asset.
  • Expert knowledge of procurement structures, principles, methodologies and practices.
  • Experience with vendor management to oversee development and delivery of externally provided products and services and monitor contractor work assignments for adherence to timelines and the achievement of performance objectives outlined in contract terms and conditions.
  • Knowledge of fiscal reporting principles, government decision-making and approval processes, and budget development methodologies.
  • Senior level managerial expertise to provide leadership to an operating or functional unit within the business unit and to other teams, as required, across the business unit.
  • Knowledge of project management methods, principles and best practices to lead diverse projects teams is required to: successfully manage projects in a highly regulated project delivery/operating environment; provide senior leadership to staff on complex projects using industry standard project management methodologies and key performance indicators; and build and lead integrated project teams within budget and schedule restraints.
  • Highly developed relationship management and negotiation skills, as well as keen political acuity, to: develop, negotiate and manage complex commercial agreements; form effective and collaborative working relationships, internally and externally, including with colleagues at all levels; and remain responsive and flexible to the demands of conflicting priorities within a highly political and time-sensitive environment.
