Vice President, Development

Metrolinx is connecting communities across the Greater Golden Horseshoe. Metrolinx operates GO Transit and UP Express, as well as the PRESTO fare payment system. We are also building new and improved rapid transit, including GO Expansion, Light Rail Transit routes, and major expansions to Toronto’s subway system, to get people where they need to go, better, faster and easier. Reporting to the Executive Vice President, Real Estate & Development, the Vice President, Development will provide strategic leadership and represent Metrolinx’s interests on real estate and development transactions across a broad and diverse property portfolio. Our Real Estate & Development Department is responsible for delivering cost-effective, efficient, and value-added corporate real estate and land development services to the Metrolinx organization toward provision of mobility solutions for the Greater Toronto and Hamilton Area (GTHA).


What will I be doing?


  • As part of the Real Estate & Development management team, provides strategic leadership to a team of professionals engaged in various complex real estate transactions, primarily around existing or future transit stations.
  • Collaborates with key internal stakeholders and senior management to identify land development and real estate project priorities based on business objectives and transit operating principles and practices.
  • Collaborates with Infrastructure Ontario and supports the integration of transit facilities as part of the Transit Oriented Communities program.
  • Provides oversight, negotiates and/or supports on complex high-density mixed-use real estate transactions at new and existing GO stations and along rapid transit lines.
  • Leads the development and implementation of strategies, policies, processes, and systems across the Development business unit and ensures integration with corporate strategies, initiatives, business planning, and budgeting processes. Also responsible for ensuring compliance with legislation and recommending decisions on a high value corporate real estate strategy to the CEO and Board of Directors.
  • Oversees and responsible for the formulated strategies and transaction deal structures that aim to optimize real estate value and/or investment in the transit network.
  • Leads discussions on business area objectives and strategy with the EVP and senior management executives, consistent with Real Estate & Development’s mission, and provides input for long-term planning initiatives that support Metrolinx’s strategic objectives.
  • Leads negotiations, discussions, and communications with private sector stakeholders through market sounding and transaction implementation discussions.
  • Fosters and manages productive working relationships with external development partners and internal subject matter experts, delivery teams and project sponsors.
  • Leads and participates in complex discussions with senior executives of private sector corporations, land developers, government organizations and communities for large-scale real estate transactions which will have a significant economic and social impact on the affected region.
  • Demonstrates commitment to continuous improvement and champions change management initiatives through new work processes, technology, and/or organizational design.
  • Creates, reviews, and/or approves presentation and briefing materials for both external and internal stakeholders, including as part of the governance process to attain direction or approval on Real Estate & Development transactions.


What Skills and Qualifications Do I Need?


  • Completion of a degree in Real Estate, Business Administration, Engineering, Urban Planning, Architecture, or a related discipline or a combination of education, training and experience deemed equivalent. A Masters degree is considered an asset.
  • Demonstrated extensive experience in real estate, development, planning, or similar field with a demonstrated knowledge of real estate transactions and the land development process
  • Professional accreditation/affiliation in real estate, land development, planning or a related field would be considered an asset (P.Eng, RPP, etc.)
  • Experience leading teams in a senior-level management capacity, including knowledge and experience on financial oversight and budgeting, risk management, business improvement processes, performance analytics, and Human Resources legislation commensurate with a senior leadership position
