With offices in Vancouver and Victoria, Infrastructure BC (IBC) is wholly owned by the Ministry of Finance of the Province of British Columbia. They support the public sector by providing leadership in the procurement of complex capital projects. Operating since 2002, working with owners, Infrastructure BC has led 78 completed project procurements throughout Canada with a value of $28 billion. Their mandate is to successfully plan, structure and deliver complex infrastructure project procurements in a variety of sectors, to facilitate development of infrastructure projects, to advise governments on infrastructure projects and finally to evaluate the value and benefits for taxpayers. The infrastructure projects that Infrastructure BC support improve residents' day-to-day lives, contribute to local job creation, and support a strong and sustainable economy.

Position

Infrastructure is a crucial part of the B.C. Government’s plan to keep B.C. moving ahead. As part of the Infrastructure BC Executive Team, the Vice-President of Infrastructure Construction and Delivery provides leadership on managing owner obligations of construction contracts during design and construction for vertical infrastructure as well as related corporate strategic initiatives and operations. This role plays a critical role in delivering on Infrastructure BC’s implementation commitments to meet financial and business targets through its engaged, high-performing staff. The incumbent brings a depth of knowledge, expertise, and experience from a vertical infrastructure construction background that will help launch Infrastructure BC’s delivery line including advisory and owner’s agent services. The Vice-President promotes a culture of continuous improvement, providing thought leadership on best practice implementation processes to ensure Infrastructure BC is thriving in core business and satisfying its mandate.

Reporting to the President and CEO, the Vice-President’s responsibilities are to:

  • Develop and execute short-term and long-term plans for Infrastructure BC’s growth, and development, in construction and delivery.
  • Strengthen client and stakeholder relationships in all sectors through consultation and engagement.
  • Provide strategic leadership to Infrastructure BC’s construction and delivery portfolio and goals.
  • Lead and manage a team of highly engaged staff within Infrastructure BC, fostering a culture of continuous improvement and professional development, whilst serving as a mentor and advisor to provide guidance on project management, construction methodologies and industry best practices.
  • Support the development of a best practice library and maintain template updates to stay relevant; ensure lessons learned are collected at regular intervals on Infrastructure BC projects and changes are incorporated to reflect lessons learned.
  • Coordinate with other Vice-President's for the business case and procurement practices that impact construction and delivery to the extent possible.

Candidate

This individual will be a strategic thinker with outstanding business acumen who leverages past experiences, well-honed listening skills, keen judgment, patience, and intuition to work effectively within a complex business environment. Exceptional communication and relationship-building skills are essential for fostering strong client and stakeholder relationships across various sectors, while a strategic mindset is necessary to identify and capitalize on growth opportunities within government ministries and agencies. The ability to lead and mentor multidisciplinary teams, navigate complex contractual obligations, and drive continuous improvement initiatives are also critical for achieving Infrastructure BC's construction and delivery commitments and business targets.

Requirements:

  • A minimum of 15+ years of relevant senior leadership experience with large, complex healthcare and vertical infrastructure implementation, delivery, and construction projects
  • Post-secondary college or university education in a related discipline (e.g. Engineering, Construction Project Management, Architecture, etc.). Professional Engineer or related designation is preferred.
  • Solid understanding of and experience with project schedules, budgets, technical requirements, change orders, and financial matters about project construction and delivery.
  • Knowledge and experience in contract administration.
  • Proven experience leading large, multi-disciplinary teams.
  • Experience managing private and public sector stakeholders.

Compensation Range

Current compensation range is: $202, 200 – $246,700.
