Vice President, Regulatory Compliance

Location: All of Alberta and AER Office locations will be considered


Employment Type: Full Time – Permanent


Salary Range: VP, Level 31, $192,000 - $240,000 per year. The final compensation for this position will be determined based on individual factors, including education, qualifications, experience, and internal equity. This position may be eligible to receive a Northern Living allowance. Northern Living allowances are provided based on the location of the position and where an employee primarily works and resides.


Vice President, Regulatory Compliance – Hybrid


The Opportunity


Reporting to the Chief Operations Officer (COO) at the Alberta Energy Regulator (AER), the Vice President, Regulatory Compliance (RC) is an integral member of the AER’s senior leadership team. The Vice President, RC is accountable for the AER’s compliance, enforcement, and emergency management activities. The Vice President’s core activities include assessing industry performance through various activities under the AER’s integrated compliance assurance framework to ensure public safety and the environment are protected.


The Vice President will work with the COO and other senior leaders at the AER to ensure integrated planning for operations (i.e., operational branch plans, data & technology strategy, and budgeting). This includes ensuring planning aligns with the AER mandate and strategic priorities, as well as policy direction set by the Government of Alberta.


What your day-to-day will look like:


  • Engage, lead, build, motivate, and inspire a large branch of AER employees located across the province (including a team of five directors) who oversee the AER’s field operations (including compliance and emergency response), emissions and compliance verification, and health and safety at the AER.
  • Oversee the development, implementation, monitoring of a branch plan, and ensure the branch has the capability and resources to successfully deliver on its plan. This includes developing performance metrics to meet the AER’s mandate, adjusting where necessary, and supporting the branch to ensure the successful execution of the branch plan.
  • Develop, mentor, and coach directors and managers to ensure sustainable succession plans are achieved through development plans and credible performance metrics.
  • Ensure the effective management of AER staff and assets including funds, equipment, and materials to ensure efficient utilization.
  • Build a culture where staff safety is paramount and the innovations that drive business performance are recognized and valued. This includes identifying barriers and norms that impede successful change adoption and employ strategies as well as tactics to resolve and sustain the change.
  • Actively lead, sponsor and champion regulatory change initiatives as well as transformational change both internal and external to the AER. This includes work to implement Alberta’s Liability Management Framework, the AER’s Integrated Decision Approach, and other Government of Alberta initiatives including Red Tape Reduction, Regulatory Efficiency Programs, and expansion of the AER’s mandate.
  • Assist the COO, VPs, and other AER senior leadership team members to implement the AER’s Strategic priorities and collaborate on strategic issues management. This includes representing the AER and its strategic goals when collaborating and developing relationships with various indigenous, government and non-government stakeholders.


What we’re looking for in you:


  • Bachelor’s degree in Engineering, Sciences or Organizational Leadership/Business or other related education.
  • 15-20 years of senior leadership experience in government, regulatory, oil and gas, or the energy sector at the Director level or higher, coupled with 10 years of senior leadership experience, specifically with leading transformational change.
  • Experience and knowledge of the entire regulatory life cycle, including a strong knowledge and understanding of the AER mandate, Compliance framework and Liability programs is considered an asset.
  • Strategic Management, Leadership or Regulatory and Enforcement related education or certification is preferred.
  • Incident Command System 400 (ICS 400) certification is considered an asset.
  • Strong interpersonal skills and the ability to excel in a team environment. This includes serving as a contributing member of the AER’s senior leadership team and leveraging excellent consensus building and conflict resolution skills to create an enjoyable working atmosphere that highlights the importance of building healthy and trusting professional relationships.
  • Unquestionable integrity, ethics and values aligned with the organization’s values. Experience and comfort with risk-informed decision making, with broad perspective and a forward-thinking approach.
